Format First or Just Install?

Awhile ago, I tried to upgrade my Windows 95 computer to 98 SE. It installed but every time I turn it on it gives me an error message about the video etc. I'm not sure if the os works cause I haven't tried it and haven't installed a screenreader. In any case, I now want to install Enhanced DR DOS on the machine and use that as my primary system on there. When I read the manual, it said you can install it on a 95 machine and the two can co-exist but I don't want that and it's 98 in any case. So can I format the entire drive and install or do I need to install using the dos mode in Windows and then delete that os? Something tells me that's a bad idea. If I format the drive can I still install from a cd rom or would I need to use floppies? Thanks.
